City threat summary

Madrid operates under an elevated security environment, with multiple allied governments — including the United States, Canada, and Australia — advising travellers to exercise increased caution or a high degree of caution in Spain, citing terrorism and civil unrest as primary risk drivers.

Spain's national terrorism alert is maintained at a high level, and transportation hubs including airports are explicitly recognized as potential target categories by U.S. State Department and OSAC assessments.

Madrid has also experienced sustained civil unrest linked to housing, cost-of-living, and political grievances, with large-scale demonstrations occurring regularly; while most are peaceful, the potential for escalation exists.

Country overview

Spain operates under a U.S. State Department Level 2 – Exercise Increased Caution advisory, with a Level 3 – Reconsider Travel sub-advisory in force for Ceuta following a significant migrant crossing event at the Ceuta–Morocco border in late July 2026.

Spain's national terrorism threat level, as assessed by Spanish authorities, stands at Level 4 ('High') on a five-tier scale, reflecting sustained jihadist plotting activity and a pattern of arrests of jihadist suspects in 2026.

The overall threat environment is worsening, compounded by domestic political pressures on the Sánchez government, active industrial action at major airports, and diplomatic friction with the United States over Spain's refusal to permit use of joint military bases for operations against Iran.
