Whether an airport can clear an international arrival at all is a property of the airport, not the FBO. What the FBO does is file the paperwork and coordinate the officers.
What to specify when you ask
FBOs consistently say enquiries arrive missing the same details. Include these and you will usually get a firm price first time rather than a round of questions.
- Origin and destination, and whether the flight is intra- or extra-border
- Crew and passenger nationalities and document details
- General declaration requirements for the state you are entering
- Notice period the local authority requires
- Whether clearance happens on the ramp, in the FBO, or in the main terminal

Where FBOs have confirmed this
No FBO has confirmed customs and immigration yet. That does not mean nobody offers it — most FBOs on the platform have not told us what they do. Ask them directly and we will record the answer.
