City threat summary

Monterrey and the surrounding state of Nuevo León carry a U.S. Department of State Level 2 — Exercise Increased Caution advisory, with flagged risk indicators spanning terrorism, crime, and kidnapping.

The U.S. State Department has assessed Monterrey as a high-threat location for crime, with documented armed robbery activity on regional highways targeting out-of-state and foreign-plated vehicles, and cartel, gang, and criminal organization activity present throughout the state.

A localized period of post-cartel-operation unrest in early 2026 prompted temporary movement restrictions on U.S. government personnel in the metropolitan area, underscoring the potential for rapid security environment changes.

Country overview

Mexico operates under a U.S. State Department Level 2: Exercise Increased Caution advisory overall, with six states — Colima, Guerrero, Michoacán, Sinaloa, Tamaulipas, and Zacatecas — at Level 4: Do Not Travel due to cartel violence, kidnapping, and terrorism.

The security environment is shaped by active succession conflicts within the CJNG following the killing of its founder and by the ongoing internal war within the Sinaloa Cartel, both of which generate volatility across multiple regions.

The population's sense of insecurity remains high, and disappearances continue to rise even as registered homicide figures show some decline.
